With paid inclusion you either pay per impression - in other words you pay an amount of money every time your advert is shown a certain number of times (normally one thousand times) OR you pay to be included in a particular way on a website for a particular quantity of time.
It's not easy to find paid inclusion opportunities that offer better returns than pay-per-click advertising but they are out there for certain businesses in certain markets.
We'd certainly recommend focusing on pay-per-click and only going for paid inclusion if it looks like a no lose until you feel like you're beginning to get diminishing marginal returns from your pay-per-click efforts.
